Article 55. Sport tests, cycling marches and other events.
1. The holding of sport tests whose object is to compete in space or time using roads or land subject to the RGC, as well as the accomplishment of cycling marches or other events, will require previous authorization that will be sent according to the indicated rules in Annex II of this regulation, which regulates these activities.
2. Speed competitions are prohibited on public roads or areas of public use unless, exceptionally, they have been authorised by the competent authority (LST Art 20,5).
3. Infractions of this Article are considered very serious offences (LST Art 65.5.g), without prejudice to measures that traffic officers may take to suspend, interrupt or dissolve unauthorized competitions.
Driving in Spain.
Contrary to what you may see on the roads in Spain, driving here is NOT:

Distance between vehicles
Article 54. Distance between vehicles.
1. Drivers must leave sufficient space between them and the vehicle in front that allows them to stop in case of abrupt braking without colliding, considering especially the speed and the conditions of adhesion and braking. Cyclists in a group do not need to maintain such separation but must maintain attention, in order to avoid collisions amongst them (LST Art 20,2).
2. In addition to the previous section, the separation must be sufficient to allow the following driver to be overtaken in safety, unless idicating to overtake, except cyclists who travel in groups. Vehicles with a MAM over 3,500 kg and vehicles and vehicle combinations of more than 10m long must keep a minimum separation of 50m (LST Art 20,3).
3. The arrangements in the previous section do not apply:
a) In town.
b) Where overtaking is prohibited.
c) Where there is more than one lane in each direction.
d) When traffic is so saturated that it does not allow overtaking (LST Art 20,4).
4. Infractions of this Article are considered serious offences (LST Art 65.4.c).

1. Posted speed limits for non-urban roads may be exceeded by 20kph by cars and motorcycles when overtaking other vehicles driving at a lesser speed (LST Art 19,4).

Article 50. Speed limits in urban areas.
1. The maximum speed on urban roads and travesías is in general 50 kph, except for vehicles transporting dangerous goods, where it is 40 kph.
These limits may be reduced in especially dangerous travesías by agreement of the municipal authority with the road owner, and on urban roads, by decision of the municipal corporation.
Likewise, the limits may be increased, using the corresponding signaling, on travesías and autopistas and autovías within town, in no case exceeding the specified generic limits for these roads outside town. In the absence of signaling, the maximum speed on autopistas and autovías within town will be 80 kph.
Buses authorized to transport foot passengers may not under any circumstances exceed the maximum speed established in Article 48.1.b) for the cases described here.

Therefore, driving on autopistas and autovías is prohibited at a speed less than 60 kph, and on other roads, at a speed less than half of the maximum limit for each category of vehicle in this chapter, whether or not in the presence of other vehicles.
2. Vehicles may drive at below the minimum speed limit if special vehicles and vehicles in the special transport regime or when traffic, the vehicle or the road prevent driving at a speed over the minimum without hazarding traffic, as well as where protecting or supporting other vehicles to whose speed the accompanying vehicle must adapt. In these cases the support vehicles must display signals V-21 or V-22, appropriate to Article 173.
3. If a vehicle cannot reach the required minimum speed and danger of collision exists, the hazard lights must be used whilst driving.

i. On autopistas and autovías: cars and motorcycles, 120 kph; buses, vehicles derived from cars and adaptable mixed vehicles, 100 kph; trucks, articulated vehicles, road trains, vans, autocaravans and automobiles with trailers of up to 750 kg, 90 kph; remaining automobiles with trailers, 80 kph.
ii. On conventional highways with a paved hard shoulder 1.50m or more wide, or more than one lane in each direction: cars and motorcycles, 100 kph; buses, vehicles derived from cars and adaptable mixed vehicles, 90 kph; articulated trucks, tractor units, vans, autocaravans, vehicles and automobiles with trailers, 80 kph.
iii. On all other roads outside town: motorcycles, quadricycles, three-wheeled vehicles and automobiles, 90 kph; buses, vehicles derived from cars and adaptable mixed vehicles, 80 kph; articulated trucks, tractor units, autocaravans, vans, vehicles and automobiles with trailers, 70 kph.
iv. On any type of road where they are allowed: three-wheeled vehicles and quadricycles, 70 kph.
b. Vehicles for school or child transport duty or transport dangerous goods, the maximum speed in paragraph a) is reduced by 10 kph based on the type of vehicle and road. Buses carrying foot passengers outside urban areas are limited to 80 kph regardless of the type of road.
c. Special vehicles and their combinations:
i. Without brake lights, towing or cultivators: 25 kph.
ii. Remaining special vehicles: 40 kph, except where capable of more than 60 kph on level ground, and fulfill the conditions indicated in the RGV; in such case, the maximum speed will be 70 kph.
d. Vehicles in the special transport regime, as indicated in Annex III.
e. Cycles, two- or three-wheeled mopeds and light quadricycles: 45 kph. However, bicycles may exceed this maximum speed where the road characteristics allow.
f. Pedestrian controlled vehicles must not exceed walking pace, and animal drafted vehicles trotting speed.
g. Vehicles granted a special permission for testing or experimentation may exceed the speed limits set by 30 kph for tests, but only within the fixed itinerary and in no case on urban roads, travesías or where specific, signalled speed limits exist.

When traffic conditions dicate the competent authority may fix temporary speed limits using the corresponding temporary or variable signaling.

c) When there are animals in the road or can rationally anticipate their presence.
d) Where buildings have immediate access to the road [no pavement].
e) At bus stops.
f) Outside town when approaching stationary vehicles or bicycles using the road or hard shoulder.
g) In slippery conditions or when water, gravel or other materials may be thrown up.
h) Approaching level crossings, roundabouts and intersections where no priority is shown, where there is reduced visibility or narrowing. At properly signed intersections and the visibility of the road is practically nil, the vehicle speed must not exceed 50kph.
i) Passing another vehicle, when the circumstances of the road, the vehicles, the weather or the environment make it hazardous.
j) In case of being dazzled, in accordance with the arrangements in Article 102.3.
k) In cases of dense fog, intense rain, snow or clouds of dust or smoke.

All drivers must respect the speed limits specified and take into account in addition; their own physical and mental condition; the characteristics and state of the road, the vehicle and its load; the weather, environmental and traffic conditions; and in general whatever circumstances apply at the time, adjusting the vehicle speed so that they can always stop within the limits of their field of vision should any obstacle appear (LST Art 19,1).
All drivers must respect the speed limits specified and take into account in addition; their own physical and mental condition; the characteristics and state of the road, the vehicle and its load; the weather, environmental and traffic conditions; and in general whatever circumstances apply at the time, adjusting the vehicle speed so that they can always stop within the limits of their field of vision should any obstacle appear (LST Art 19,1).
